In 2023, I reviewed 19 papers, including 8 manuscripts for IEEE Transactions and multiple submissions to conferences such as PowerTech 2023, SEST 2023, and PSCC 2024. I cannot make quick superficial reviews of journal papers. It takes me at least 3-4 hours to read a manuscript and write my comments. I am grateful to IEEE for appreciating my work. The “Outstanding Reviewer Award” is a great achievement for me.
I do not believe that I am among the top productive reviewers. Yet, the growing number of review invitations is worrying. Even though I started declining some invitations, a review reminder was appearing on my calendar every 2-3 weeks. Being a reviewer is a great experience. It helps adjusting your mind and style, solving the puzzle of presenting a complex problem and its solution in the most effective way. But the current publishing system, based on the voluntary work of reviewers and editors, seems to be overloaded.
